Independent Contractors, including REALTORS®, Eligible for Unemployment Assistance

The CARES Act legislation includes a provision that provides for a temporary Pandemic Unemployment Assistance program through December 31, 2020. This provides payment to those not traditionally eligible for unemployment benefits, including independent contractors and the self-employed, who are unable to work as a direct result of the coronavirus public health emergency. If you think you may be eligible for this assistance, we recommend that you apply. To apply for unemployment assistance, please visit www.laworks.net. To register, you will need your Social Security number and a valid e-mail address. Until we are notified otherwise, we suggest that you use your broker’s name, address and telephone number for the employer part of the application.

Tips for applying: 

  1. Apply online at www.laworks.net, not over the phone
  2. Apply later in the evening/at night when the system is less strained
  3. As this provision is new, the state’s system may send you an initial monetary denial. Submit a weekly claim each Sunday so that you can receive benefits once the system is updated.
  4. Since you may have to apply a few times, save a separate document with your answers to make it easier to copy and paste them into future applications.
  5. The Louisiana Workforce Commission strongly encourages you to select direct deposit as your payment method.  A debit card could take as long as 10 days to be processed, mailed, and received.

Orleans Clerk of Civil District Court Announces Free Online Access

The Orleans Parish Clerk of Civil District Court is offering complimentary subscriptions to the Remote Access system, including civil records and land records. This will allow the public the flexibility of anytime, anywhere and anyplace access to information in both the Civil and Land Records divisions. Current subscribers will receive a complimentary extension. Members of the Louisiana Bar can electronically file (E-File) civil pleadings using the Remote Access system. Note that if you created an account previously, it has been reactivated at no cost. Just click the “Forgot Password” link on the login screen if you do not remember your Remote Access system password.

The subscriber has to add funds to the Escrow Account to pay for prints/downloads. The Escrow Account for the Civil Records can be funded, using a credit card, online by clicking the Account Maintenance button. An application must be submitted to establish a Land Records Escrow Account. Click here to access the fillable form. Due to the possible dangers associated with COVID-19, the Orleans Parish Clerk of Civil District Court closed the Civil Division on Thursday, March 19, 2020 at 12:00 p.m. This closing was done pursuant to La. R.S. 1:55 and was authorized in writing by appropriate Court order. The order is posted on Orleans Parish Civil Court Website. 

The Land Records Division (Mortgage and Conveyance) remains available from 9:00 a.m. to 1:00 p.m. for recording.

The COVID-19 rescue package passed on Friday contains numerous benefits for REALTORS® that NAR fought hard for during the past three weeks, including unemployment eligibility for the self-employed and independent contractors; unprecedented aid for small businesses; and a delay in business payroll tax payments.

Lockbox Hotline and Procedure for obtaining a box or key on your phone 

Our Lockbox Department will be issuing lockboxes on Monday, Wednesday and Friday. Should you need a SUPRA Lockbox, please contact the office first so Staff can program your lockbox shackle code over the phone, process your payment and make arrangements for you to pick up your box. 

If you need to set up Supra Key on your phone, you do not need to come to the office. We ask that you please call us so we can get you all set up.

Additional Information and Tips (updated daily)

Attempts to contain COVID-19 largely focus on steps individuals can take to avoid becoming infected and steps the general population can take to avoid coming into contact with it in the first place. The U.S. Centers for Disease Control and Prevention (CDC) will continue to provide updates on its website. NAR’s “Coronavirus: A Guide for Realtors,” answers a number of common questions, such as “What unique issues does coronavirus present to the real estate industry?”, “May I ask clients or others I interact with in my real estate business if they have traveled recently, or have any signs of respiratory illness?” and “Should I still conduct open houses on my listed properties?” NAR says it will update its guidance as the situation evolves.

GSREIN has 2 important items of information for you regarding “Unbranded Virtual Tours and Video Walk Throughs in the MLS” and “No Showings at Sellers Request and Withdrawn Status provisions for your sellers”. Details are below.

Unbranded Virtual Tour or Video Walk Through to Show Listings

We understand that doing business in these unprecedented times can be difficult. With showings and broker tours being postponed more and more due to the threat of COVID-19, we would like to encourage you to use the option of a virtual tour or video walk through to show your listings. 

If you would like to make your own unbranded video walkthrough and upload it to YouTube, you can then insert the link to the YouTube video into the unbranded virtual tour field. 

**Note- If using a YouTube video, please be sure that the video itself and YouTube channel are completely unbranded. Also, remove the https:// from your link, or the link will not work.

 

No Showings at Sellers Request and Withdrawn Status Provisions for your sellers

Your seller decides they do not want their property to be shown at this time during the Coronavirus crisis. How do you handle this in Matrix?

You have two options…

Option #1

If your Seller wishes for their property to remain on the market, but does not want showings at this time, the listing agent updates two Matrix fields “Agent’s Remarks” and “Showing Instructions”with the statement “No Showings At Sellers Request”.

Option #2

If your seller wants their property taken off the market you can change the listing status to "Withdrawn". In Matrix when a property is in “W” status, the Days On the Market stops. Keep in mind while in “W” status you cannot market nor show the listing and you or your seller would remove the sign from the yard while the listing is in withdrawn status. 

When the seller is comfortable with showing the property again, the property can be changed back to Active. Watch your expiration dates and get necessary extensions. After the listing expires it cannot be changed back to “Active”.

For your protection you must get written permission from your seller to withdraw the listing and written permission from the seller to put it back on the market. You can use the “Listing Exclusion Form”.

You will not be required to provide them to GSREIN during this time. But keep them for your records. You will be advised when this crisis is lifted and the policy of submitting the Exclusion Form to GSREIN is reinstated.

 

Real Estate Services Currently Allowed to Continue

Since real estate services are currently allowed to continue we urge you to follow the guidelines of no more than 10 people together and to maintain social distancing. Please exercise caution and adhere to the instructions coming from our government agencies.
